Chipping service offered for brush cleared around homes
By Anne Krueger
STAFF WRITER
September 15, 2008
For backcountry residents, the hardest part of cleaning up brush to protect their homes from wildfire can be getting rid of the piles of vegetation and tree branches.
Descanso homeowner Jeff Simpson, 50, recently solved that problem by using a free chipping service offered by the Fire Safe Council of San Diego. A contractor took away about eight truckloads of brush Simpson had cleared from his one-acre property.
“Knowing we could get that done made it a lot easier,” said Simpson, a painting contractor.
The chipping service is part of an effort to protect residences from the danger of wildfire.
The service is offered for homeowners who live in backcountry areas considered particularly prone to wildfire. Fire officials recommend clearing vegetation in a 100-foot radius around a home.
“It's about creating defensible space,” said Tina Burnett, fuel education coordinator for the Fire Safe Council. “It's the No. 1 thing that will save your house during a fire.”
The service has been offered since 1998, except during fiscal 2006 when funding was unavailable. Funding is provided by the federal Bureau of Land Management and the U.S. Forest Service.
Private contractors perform the work for homeowners who contact the Fire Safe Council and submit a request form. Burnett said more than 550 homes had vegetation chipped between July 2007 and July 2008, but the organization wants to get the word out to more people.
“We're a nonprofit, so we don't have dollars for advertising,” Burnett said. “The best way is word of mouth.”
The service is being offered in these areas: Banner, Barona Mesa, Black Canyon, Boulder Creek, Boulevard, Campo/Lake Morena,Deerhorn Valley, Dehesa, Descanso, Dulzura, Jacumba, Jamul, Julian, Lawson/Lyons, Mesa Grande, Pala/Pauma, Ramona, San Pasqual, San Diego Country Estates, Sherilton Valley, Valley Center and Wynola.
Applications for Re-assessment of Property Damage by Misfortune or Calamity
This program is available to owners of real property, business equipment and fixtures, and to owners of boats and aircraft. Damage to personal property such as furniture or to growing crops is not eligible since it is not assessed for property tax purposes. This program requires re-assessment of the property to reflect its damaged condition, and the subsequent reduction or partial refund of the current year’s taxes. After the property is fully repaired, owners will retain their previous taxable value if the property is rebuilt in a like or similar manner. Please see the attached application for more details.

Top 10 Coping Skills
What are some of the best coping skills out there? How they work depends on the individual, but it is possible to list some coping techniques that are helpful for most. Open up the flyer and learn how to improve your skills.

Coping Tools, By Annette Nay, MS
Many people have poor coping skills. So when bad or stressful times happen, they chose food, drugs, or indulge in other behaviors to an excess, to bury all their problems. Instead of choosing to participate in unhealthy behaviors to relieve distressing feelings or procrastinate; use these coping tools to cope with the problem, until you can get fix it.
Never try to cover problems up. They will always come back. When they do they are usually worst than they originally were.
The problems you have been hiding from yourself tend to fester and finally explode. Then you have to deal with all of them at once. You could not deal with the problems one at a time, but now you have all of them to deal with all at once. This often results in suicide. Instead of choosing suicide, get help immediately!

Taxes After A Disaster
Anna Maria Galdieri is a CPA who specializes in taxes after a disaster. She recently made a presentation to families in San Diego who suffered losses in the October fires. Attached is information from that presentation that may be useful as you prepare your tax returns. Although much of this deals with federally declared disasters, She does point out the differences between federal disasters and other losses.
"2007DisasterTaxIssues.pdf" is a print out of a slide show she prepared and presented at recent meetings for fire families.
"2007DisasterTaxWorksheet.pdf" is a worksheet you can use to help you organize your tax information for your tax preparer. Ms. Galdieri’s contact information is on both sheets so you or your tax preparer can contact her for a consultation if needed.
